San Pablo Reservoir, located in Contra Costa County, typically has cool water year-round with noticeable seasonal variation and stratification. Surface temperatures in winter usually sit around 45–55°F (7–13°C), warming through spring to roughly 50–60°F (10–16°C). In the warmest months the surface can reach about 60–75°F (15–24°C), while deeper water remains substantially colder. Fall temperatures commonly span 55–70°F (13–21°C) as the surface gradually cools. Because the reservoir is relatively deep and shaded in places, thermal layering can create markedly colder conditions below the surface, and releases from lower depths at the dam may be cooler than surface readings.
Swimming is not permitted at San Pablo Reservoir. The East Bay Municipal Utility District manages the site as part of the regional water supply, and prohibitions on swimming are intended to protect water quality and public safety. In addition to safeguarding the drinking water source, restrictions address hazards such as cold water shock, steep drop-offs, submerged obstacles, and boat traffic. Recreational uses that are allowed under EBMUD rules include fishing, non-motorized and limited motorized boating in designated areas, and shore-based activities, but there are no official swim beaches or lifeguarded swim zones at the reservoir.
