Tulcea (in Romanian - Tulcea) is the gateway to the Danube Delta in south‑east Romania, surrounded by a network of rivers, channels and shallow lakes and lagoons. Water temperatures vary substantially through the year: in summer surface temperatures in sheltered lakes and lagoons typically range from about 22–28 °C (72–82 °F), in late spring they climb from roughly 8–16 °C (46–61 °F), autumn sees cooling to about 10–18 °C (50–64 °F), and winter surface waters commonly drop to near freezing or a few degrees above, around 0–5 °C (32–41 °F) depending on conditions and depth. Deeper or more open-flowing parts of the Danube tend to be colder year‑round than shallow, sun‑warmed lagoons.
Swimming in and around Tulcea is possible in summer where local spots and sheltered bays warm enough for comfortable bathing, but it is not universally encouraged everywhere. Many areas are part of protected reserve zones where access or swimming is restricted to protect wildlife, and in some channels there are strong currents, boat traffic and variable water quality that make swimming unsafe.
