Phillips Lake, located in the Blue Mountains of eastern Oregon near Baker City, is a reservoir known for its cool, clear waters and scenic surroundings. Water temperatures in the lake vary widely with the seasons, reflecting the region’s continental climate. In spring, the lake is fed by snowmelt, keeping temperatures quite chilly, generally around 45–55°F (7–13°C). During summer, surface waters warm considerably, averaging between 65 and 72°F (18–22°C) by mid-July and August. These mild summer temperatures make swimming possible, although the deeper parts of the reservoir remain much cooler. By autumn, the lake cools again to around 55°F (13°C) as air temperatures drop, and in winter it can be near freezing, often with ice forming along the edges.
Swimming in Phillips Lake is allowed and popular in summer, especially in designated recreation areas managed by the U.S. Forest Service. The water is generally clean, and the shoreline features gentle slopes that make entry easy in several spots.
