Võru sits by Lake Tamula, a shallow inland lake whose water temperatures follow a pronounced seasonal rhythm typical of southern Estonia. In spring the lake usually warms from about 4–12 °C (39–54 °F) as ice melts and air temperatures rise. Early summer brings roughly 12–18 °C (54–64 °F), while peak summer often reaches 17–23 °C (63–73 °F) and can climb to 24–25 °C (75–77 °F) during heat waves. In autumn the surface cools back to around 10–15 °C (50–59 °F), and in winter the lake is commonly ice-covered with water below the ice near 0–4 °C (32–39 °F).
Swimming is generally allowed and popular in the warmer months because Võru maintains designated beaches and municipal monitoring of bathing water quality. Local authorities test water for contamination and post advisories if algal blooms or pollution make swimming unsafe, so public bathing is permitted when results meet safety standards. Lifeguard coverage may be limited to peak season or special events, and natural conditions—sudden cold snaps, low visibility, or blooms—can make swimming hazardous.
